Modi govt officially notifies Citizenship Amendment Act rules ahead of Lok Sabha Polls

New Delhi: The Modi government today notified the Citizenship (Amendment) Rules, 2024. These rules will now enable minorities persecuted on religious grounds in Pakistan, Bangladesh and Afghanistan to acquire citizenship in our nation.

The Ministry of Home Affairs has notified the Citizenship Amendment Act's (CAA) rules today, paving the way for the law's implementation across the country.

In a post on X, Union Home Minister Amit Shah said, “The Modi government today notified the Citizenship (Amendment) Rules, 2024. These rules will now enable minorities persecuted on religious grounds in Pakistan, Bangladesh and Afghanistan to acquire citizenship in our nation. With this notification PM Narendra Modi Ji has delivered on another commitment and realised the promise of the makers of our constitution to the Hindus, Sikhs, Buddhists, Jains, Parsis and Christians living in those countries.”

Last month, Union Home Minister Amit Shah said that rules for the CAA would be issued before the coming Lok Sabha polls and that the process to grant Indian nationality to the beneficiaries would start soon after.

Political reactions

Uttar Pradesh chief minister Yogi Adityanath on Monday praised the decision to enact the Citizenship (Amendment) Act. He thanked Amit Shah and PM Modi for helping the minorities in Pakistan, Bangladesh, Afghanistan.

Congress leader Digvijaya Singh, meanwhile, questioned the government's delay in implementing the rules.

Kerala chief minister Pinarayi Vijayan described the Citizenship Amendment Act (CAA) as a law that creates division along communal lines. He said it will not be implemented in Kerala.

Union government withdraws three bills aimed at replacing the Indian Penal Code (IPC), Criminal Procedure Code (CrPC), and Indian Evidence Act 1872. New versions of the bills, incorporating recommendations from the Parliamentary Standing Committee on Home, are set to be introduced. The committee, led by Rajya Sabha MP Brij Lal, suggested changes to laws on adultery and negligence-caused deaths. The original bills, introduced by Home Minister Amit Shah, aimed to overhaul colonial-era laws with Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Adhiniyam. The revised bills will be presented to the Union Cabinet before introduction in the Lok Sabha.
